The challenge
Park Holidays UK required a comprehensive Biodiversity Net Gain (BNG) contract management strategy to fulfil planning conditions across Nationally consented holiday park sites. The challenge was twofold:
Standardising BNG Implementation: Ensuring consistency across multiple holiday parks, each with unique ecological considerations.
Long-term compliance & cost predictability: Creating a streamlined system for BNG capital works, maintenance, and monitoring over a 30-year period while keeping costs transparent and manageable.
Additionally, Park Holidays UK wanted a feedback loop to refine future BNG plans, ensuring that designs from the outset did not conflict with the logistics and practicality of achieving BNG success on site.
The solution
Land & Heritage developed a process-driven BNG contract management strategy that simplifies complex ecological commitments into a clear, scalable model. Our approach included:
BNG Landscape Contract Package: A standardised framework covering capital works, maintenance, and monitoring, adaptable for future development sites.
Site Complexity Modelling: A predictive tool assessing each site’s management costs, categorising it into levels of “complexity”, based on the BNG Statutory Metric, ensuring accurate cost forecasting.
Integrated feedback loops: A system for scoping and assessing the practical implementation of BNG on site with Park Holidays UK and their design consultants (Co-Ecology) to refine BNG plans before planning submission.
Efficient site management: A workflow methodology that guides new sites from pre-planning through to long-term maintenance and ecological monitoring under statutory HMMP obligations.
Innovative monitoring approaches: The strategy incorporates future-ready solutions, such as drone survey monitoring, barcoded tree tags and AI-driven habitat analysis, to improve efficiency and reduce long-term costs.
The result
Nationally scalable model: A clear BNG framework now provides Park Holidays UK with a repeatable, cost-effective system for managing biodiversity commitments across multiple holiday park sites.
Predictable cost liabilities: The Site Complexity Model ensures accurate budget forecasting, preventing unexpected long-term costs.
Regulatory compliance & planning success: The strategy ensures full alignment with statutory BNG requirements, reducing the risk of planning delays.
Supporting local businesses and staff: Local landscaping businesses are invited to tender for the capital works and local holiday park staff are actively involved in the day to day maintenance of the sites. All parties are educated in the importance of BNG via toolbox talks, pictoral guides and pre-works site meetings.
Looking ahead
With capital works on two sites completed successfully in early Spring 2025, we are working with Park Holidays UK to manage and maintain their future consented BNG commitments across the country.
This strategy sets a new industry standard for how large-scale developments can meet biodiversity commitments in a practical, measurable, and financially sustainable way.
